Dr. Xolani Ngobese is the Inter- Governmental Delivery Contracting Advisor in Programme and Project Management at the National Department of Human Settlements. He analyses the implementation of Built Environment Performance Plans by various metros throughout the country and assessment of project implementation plans to address housing backlogs and linkage of various grants for coherence across three spheres of government such HSDG, USDG, MIG, RBIG and funding of catalytic projects. Dr. Ngobese was Director responsible for Infrastructure Financing and Public Private Partnership at the Municipal Infrastructure Support Agent. Xolani, is a professional and actively involved in various public debates on land reform and professionalization of local government, he participates and present in conferences such as innovative infrastructure financing solutions of local government. He holds various qualifications including an MBA and PhD in Management Sciences from the Durban University of Technology. He acted as a Provincial Program Manager for Misa in Gauteng province in 2015. Prior to this, he founded XQL Consulting PTY –LTD, a company that provides strategic sourcing and procurement solutions and presently its Managing Director responsible for strategy development, operations and business development. Dr. Ngobese has an overall 16 years management experience in infrastructure, programme and project management. Dr. Ngobese has vast experience in project and program management, Project facilitation, Public Private Partnerships, Infrastructure Financing and Local Economic Development.
