Can the single telecoms provider step up and do the job it used to do?

It's said you can outsource everything except accountability, unless you're Eskom. The CIO is today accountable not only for IT, but also personal communications within the enterprise, email, telephony, IM, presence and video collaboration. The CIO also has to constantly improve these services with less money and fewer people, while facing the very real challenge that a lot of the infrastructure doesn't belong to the organisation. In a sense, leaving large chunks of communications infrastructure to others harks back to 30 years when the telco did just about everything and would bully and threaten customers who interfered. Today, though, the problem is managing the complexity enough to offer business a reliable service. For the mining and construction industries, that complexity starts with a highly sub-contracted IT environment.
